Well as much as I know ^ may be a deadkey and if it IS a deadkey it can
be used to put it over a character! But if it's no deadkey then it definitely
in textmode should input a ^ character. For the _ (underscore) in text mode
it definitively should input a _ character always. As for mathmode I don't
know (and don't really care ;) but the problem is if we want be 100% compatible
with the behaviour in 1.1.6 or if we don't. Anyway IMO ^ can be used to
go in subscript (in mathed) and if ^ is a deadkey it should anyway go into
subscript (if we get the token otherwise it can handle it only after the " "
(space). For _ it's never a deadkey so there seems to be no problem. In
mathmode go in subscript in math-text mode insert a _ character.

I was just thinking out aloud above, but that's what I think is most
resonable.
