They're all latin1 so that's OK.

Note that while the patch I admit is not a complete solution for
entering text, it does not make things worse. Before latin1 was *always*
used, now it depends what your locale is.

This will have to be fixed at *some* point (entering text from
non-locale) but somebody has to show me how to snoop an encoding from
the unicode. 

In the meantime, the patch gets the menus/dialogs right, and also means
someone using only e.g. LANG=ro_RO can use Qt LyX, so it's still worth
it
