That's not necessary with cygwin. You simply use the normal posix
calls and it is the cygwin dll which copes with the different Windows
flavors. And I must say that it does that quite well.

So, you don't have to care for the Windows version as it is masked
for you by cygwin ;-)

They say that it works from Windows 95 onwards with the exception of
Windows CE. I have only tried Windows ME a couple of years ago and
it worked.

I am not sure that the cygwin version using native Qt works, as it
is not mediated by cygwin (I mean that it directly calls Windows
functions and I don't know to what version they apply), but I am
almost sure that the cygwin Qt/X11 version works.

I put both versions at

ftp://ftp.lyx.org/pub/lyx/bin/1.4.1/lyx-1.4.1-cygwin.tar.gz

but had almost no feedback apart a couple of bug reports.
I think that, counting me, there are at least 3 LyX/Cygwin
users. The lesser, the better? :-)
