It disappeared from the Language menu when babel merged french, frenchb 
and francais as the unique french class option understood (that took place
with lyx-1.3 AFAIR).
Accessing what "Français (Gutenberg)" was needs to call
\usepackage{frenchle}
in the preamble.

So there are only two French-like Language options: "French Canadian" and
"French".
