Having checked the TeX code for the tutorial, I suspect this may be an artefact of the way in which the Roman numbers for the start of the PDF have been generated. The code used was presumably intended to hide the technique for generating Roman numbers from a new user so as not to alarm them on first encountering a LyX document; however, it has had this unfortunate side effect.
When I create a book, the TeX code for generating the Roman numbers is placed at the start of the book in full view of the user and does not have this effect. So, no, it is a side effect and not at all the normal way of doing things. John --
