Well, it appears indeed that LyX does that because somebody found that
it was a good idea. It is a complete mistake IMO, since we should not
set such parameters in an hardcoded way (I assume that we could have a
default setting for 'space above tables', but even that is not
sure. Moreover, using explicit centimeters here is plainly wrong (a
\medskip would make more sense).
For the \centering, it is what LyX outputs to center text. I think
there are reasons for using that instead of the more reasonable center
environment, but I do not remember which.
