There are two tools I know about:

1) ps2epsi:
   Enlargens the file, since it appends a bitmap(?) preview, but
   handles the bounding box problem well.

2) epstools:
   Does't change the file size significantly, but I'm not sure
   whether it will work if no bounding box is present at all.
