This file is /usr/share/texmf/tex/latex/misc/rotating.sty on my system
and should be part of the normal latex installation.
If you can't get your system admins to install it in a timely fashion,
you can always go to a CTAN ftp site (i.e. tug.ctan.org) and install it in a
private directory (setting TEXINPUTS to point to that directory as well
as the normal ones).
