Note that I have not tried it out for a long long time, and that it
may well have incompatibilities with other packages.
You might also want to have a look at
http://www-rocq.inria.fr/~lasgoutt/checkref.sty
which will tell you which of your labels have not been referred to.
Finally, the best tool for references which are never cited is
probably bibtex. It would be however pretty easy to extend
checkref.sty to do this.
