Two obvious questions:
* Does inputenc.sty exist on your system (somewhere in your TeX distribution).
* Can TeX find it if it does. Run texhash to update your TeX distribution.
If it ain't there, try CTAN (http://www.ctan.org/search). I searched under
inputenc.sty and it came right up.
