No, there is no way in the External Inset to resize or rotate anything.

If you want to use a raster image you must convert it yourself to EPS and
use that.

I might be able to finish up the automatic-conversion feature of the
Graphics Inset, and try to push it into LyX 1.1.6 (assuming Lars will
agree to such a thing), and then you'll have the "undocumented"/
"unofficial" method to use raster images. 

The Graphics Inset does not and will not have inline viewing for 1.1.6 so
it won't make its full entry. It is available already in 1.1.6pre2 but it
still doesn't have the auto-conversion or the inline viewing.
