I have TL2016 installed and could call GUI in a console as user.
However, I could not edit, update etc. because I had no write permission for /usr/local/texlive/2016/tlpkg. I was advised to call tlmgr as administrator but didn't find out how to do that (su, sudo, xsudo etc. did NOT work!). So, I eventually changed the permissions to rwx and informed Kornel about it. He found this weird and frankly, so did I.

https://www.tug.org/texlive/pkgupdat deals with updating packages in TeX Live. It says there that one needs "... a writable TL source tree..."with emphasis on the word writable.

Is this not exactly what I did?
