I have TL2016 installed in /usr/local/texlive/2016/bin/x96_64-linux
and I could open TL GUI as user with 'tlmgr gui' but had no right to update or edit it in any other way. One should think that sudo would help, but it did not. It was only than that I extended the permissions of 'tlpkg' in /usr/local/texlive/2016/tlpkg
which solved my problem.
Meanwhile you might have seen my complete e-mail (sorry!) and IMHO it shows proof that my action was necessary and correct.
