You can start with something like
InsetLayout "Flex:LMP"
      LyxType        custom
      LabelString   "LMP date"
      LatexType      command
      LatexName      LMP
      PassThru       false
      CustomPars     false
      Decoration     Classic
      ContentAsLabel true
End


and adjust it following instructions in LyX>Help>Customization.

This will add a custom inset in LyX>Insert>Custom Insets.
