This sounds not good. The problematic is this:
MiKTeX released a new version that changes the whole package handling. There are now 3 cases: A: if you have MiKTeX already installed and have not yet updated MiKTeX, LyX will fail to setup MiKTeX because it uses the new package handling infrastructure. B: if you have MiKTeX already installed and run the update wizard of MiKTeX once, LyX will fail too because two update steps of MikTeX are necessary: first to update the update wizard and second one to use it to update MiKTeX's main files. C: you already run MikTeX's update wizard at least once before using the LyX installer or you install MiKTeX together with LyX. Then LyX will perform the second update run for you and LyX is already prepared for MikTeX's new package handling.

I am still thinking about a clever solution. Maybe I should change the installer so that it runs the MiKTeX update twice if necessary. I tend to do this but this requires time for testing I don't have right now. If you don't like to wait, uninstall MiKTeX and use the bundle installer of LyX 2.3.0 to install MiKTeX right before LyX.

Any suggesting for a proper solution is welcome.
