If you try to start 2.3.1 from a command prompt
(what we used to call a
DOS window), what messages do you see?

If you run the command "dir L*.exe" in C:\Program Files
(x86)\LyX 2.311\bin, what do you get?

to start LyX?

I continue to try to see what happens with Lyx 2.3.1 on my computer.
I've done a couple of tests.
1. The Lyx.2.3 version opens from the command DOS
C:\WINDOWS\system32>start lyx,
and the program starts without any problem.
Now I try Lyx2.3.1
C:\WINDOWS\system32>start lyx2.3,
but in this case appears a windows saying that it can't find the
lyx2.3 file.
2. Go to C:\Program Files (x86)\LyX 2.3\bin>
C:\Program Files (x86)\LyX 2.3\bin>start lyx, and the program starts
without any problem.
So,
C:\Program Files (x86)\LyX 2.311\bin>start LyX2.3, and nothing happens.
Also,
C:\Program Files (x86)\LyX 2.311\bin>cmd /K Lyx2.3.exe, and nothing
happens.
I have installed Lyx2.3 ( LyX-230-Installer-6.exe, Uwe version), and
official Lyx 2.3.1 ( LyX-231-Installer-2.exe)
With the official installer LyX-230-Bundle-005.exe I have the same
problems what with the installer of Lyx2.3.1

I wonder if having both 2.3 and 2.3.1 installed is causing some sort of
problem. I just installed 2.3.1 (installer 2) successfully on Win 10 in
a virtual machine. I first uninstalled 2.3.0 completely (including using
preferences), then ran the 2.3.1 installer and generally accepted the
default settings. I did install for "all users" (2.3 was installed just
for me).
It might be worth uninstalling both 2.3 and 2.3.1 (including user
preferences -- if you have any you want to preserve, back them up and
try to replace them later once 2.3.1 is working). Then install 2.3.1
with the current installer (the one you mentioned above). If you can't
get 2.3.1 to work, you can always find the 2.3.0 installer at one of the
mirror sites listed at https://www.lyx.org/Download#toc11.
