do you have layout->document->fontsize->standard ?
it seems not to work when you choose any value there.
i have no problems with the sizes for the headings,
look at attached ps-file for the first page.
using article-komaclass and \usepackage[8pt]{extsizes}
and alternative \usepackage[20pt]{extsizes}
