So, you do not have a working texlive. How should we now be able to help?
Check for the path of kpsewhich
 $ which kpsewhich tlmgr
        /usr/local/texlive/2022/bin/x86_64-linux/kpsewhich
        /usr/local/texlive/2022/bin/x86_64-linux/tlmgr

If this is OK, then you may try
 $ tlmgr update --repository ctan --all --reinstall-forcibly-removed
