I could reproduce the problem with Inkscape. I can actually open the file in Inkscape and it looks fine (though there are Warning on the console about svg content). It's the export when it breaks completely. I suggest to file bug against inkscape itself. For LyX purposes you could bypass this problem by using rsvg-convert instead of inkscape (works fine here).
