Never mind, I found the answer -- probably a bug in 1.1.6fix1.
As I mentioned, the text field in format->tabular->column/row->width cannot
accept and store a value. But if I go in with VI and put "0.5in" as the
width, the column assumes the proper width and the field at
format->tabular->column/row->width now contains guess what -- 0.5in :-)
So if your version of LyX won't accept this value, you can always do it in VI
until you upgrade.
