Ah-Ha!

Allow me to answer my own question. You go into 
Layout->Document->Extra_tab->Float_placement, and place the following four 
characters:

!hbp

That means "try real hard to place the float here, where the author put it. 
If that doesn't work, put it at the bottom of the page. If that doesn't work, 
put it on a page of its own (I presume following the page on which the float 
was inserted). The exclamation point means "real hard". 

This is documented in 4.3.1.2 Float Placement in UserGuide.lyx.
