There is something wrong with the setting of your spellchecker (I
am still using ispell, so I cannot help with yours, but try man
aspell).

They do. Since latex2e, encoding information is usually included
in the preamble in the form
\usepackage[latin1]{inputenc}
(check your setting in Layout/Document/Language/Encoding -- it
should be set on 'auto').
Actually, without that we Czechs would be very sorry -- there are
at least three encodings being actively used for Czech texts and
some other three ones which ocurrs sometimes :-).
