yes, because lyx or latex will decompress the compressed-EPS if you export
the lyx document into postscript or pdf (with ps2pdf). That is (as I have
read in one of latex documentation (about graphicx.sty) in order to saving
the space when you save your document as latex or lyx.

no, if you export as postscript. When you need a small final document size
try using pdf output.
