It should be possible to write such a plugin, but this is still an open task:

Generally, the lyx-server offers an option for other programs to insert stuff
in the lyx-buffer. If you want to use it, you need to read a lot of
documentation (Customization.lyx) and configure the translator to use the lyxserver (or
write a skript that does this)

There are lots of non-translabel things in LyX-texts: References, Math,
Graphs, ... The app/skript should be made intelligent to be able to find a
workaround.

For the time being, I use drag and drop: Take the stuff from LyX to a
translating website and copy back the result. Then I need to copy and paste
the translated parts beween my formula and figures and, of course, do the
postprocessing of the machine-translation to proper English, say.

BTW: could you recommend a good and free translator program (I am most
interested in German <-> Englich)?
