This is what it says:

[root@abys ngh]# kpsepath bib
.:/usr/share/texmf/bibtex/bib//:/usr/share/texmf/bibtex///

I cannot find a texmf.cfg file anywhere and there is no /etc/texmf 
directory. How is it created?
