I think this is a regression, and we (I ?) should fix this. It would be
very helpful if you or Matt could open a bugzilla bug on this ...

Actually that's not the criterion for adding an ellipsis. The rule is
something like "If the requested action needs further interaction before
it completes, add an ellipsis". So Layout->Document shouldn't have an
ellipsis, but File->Print... should.
But this preference isn't actually related to the above problem, which
is realted to File->Open not File->New.

I am planning to remove this option, in favour of a C-n -> buffer-new ;
buffer-write-as binding (once I find out how to get this to work !), or
a couple of other methods.
Do any users on this list use the "File->New asks for name" option ? If
so, can you explain why you find it useful ?
