On my Mandrake 8.2 system texmf.cnf is here: /usr/share/texmf/web2c/texmf.cnf
And the HOMETEXMF = $HOME/texmf line is commented out. By the way, why would someone make this directory visible? I would imagine that $HOME/.texmf would be better so that the average user wouldn't blunder into the directory and do damage.
