If the ordinary user wanted to make changes to his own setup, then a hidden directory would be harder to find by this reasoning. (I'd be curious what constitutes an ordinary Linux user in this regard... :) Such a directory doesn't exist yet on my system, so its creation and content is wholly up to the user anyway, as--I expect--it's intended.
