I was writing answer to your reply blaiming everything on the
buggy xforms, but now I found, that with my Debian 3.0 (stable),
libforms0.89-12, LyX 1.2.1, cs_CZ locale, and no .kmap file used
whatsoever, everything works smoothly (Czech both in Find/Replace
window and in Layout/Preamble).
