!!Lyx Cannot find any layout description

I use Lyx ver 1.2.3 on cygwin XFree 86 with Windows XP Professional

On trying to run runlyx.bat I get:
1. the x windows screen
2. a bash terminal
and
3. the message:
!Alert Lyx wasn't able to find any layout description. check the contents
of file textclass.lst

This seems fine and I have checked also checked C:\cygwin\usr\local\share\lyx\layouts and the files are there as well

I attach the textclass.lst file which is my C:\cygwin\usr\local\share\lyx\ folder.

I did reinstall Miktex, cygwin and Lyx but the same thing happens

I am still struggling

I hope i can sort it out by next 1-2 days or else i will have to go back to word/Powerpoint etc UGH!
