I use lyx 1.3.3, and use the xfig external inset.
I create my pdf's with dvipdfm, and get both nice vector graphichs
and latex math from my xfig figures.

I never export anything from xfig myself, lyx knows what to do
with a .fig file prior to running dvipdfm
You can edit the fig files directly with xfig, or access them
through the xfig external inset.

make sure you have transfig and dvipdfm installed.  Do an edit->reconfigure
in lyx after installing software.
