I suspect this is another manifestation of the problems in the configuration script with Ruurd's port. Look in ../share/lyx/layouts and see if elsart.layout is there. If so, open a command window, go to the LyX\bin directory, and type 'sed -V' (without the quotes) to get the version number of sed. If it's 3.something, try replacing it with version 4.0.7 from http://gnuwin32.sourceforge.net/packages/sed.htm, then reconfigure LyX.
