MacOS-10.3 changed the handling of some combination keys with the Qt/Mac library. Many characters that could be entered from the keyboard with MacOS-10.2 (like � � � �) can no longer be enterred directly into a LyX buffer. You will probably find that if you click on the LyX mini-buffer, you can enter the characters there. I haven't tried LyX-1.3.3 for a while (I've been working on 1.3.4cvs), but as far as I know it includes the GUIs for other languages and should display in the default language of the system.
