That's actually a patch for the source code.. so I presume it is possible to compile that patch with the source code for LyX (1.3.2 at least) in the Cygwin environment on Windows (unless Ruurd incorporates it into the Win32 version)... check out the following thread if you're interested in compiling LyX/Qt on Windows/Cygwin:
