Well, then you get people saying "my broken mail client cannot sort on something that's at the _end_ of the line, only something in the start! So could we please move it there . . .
It is then tempting to tell them to switch to a not-so-broken mail client, and then they might as well go all the way and get something that sorts properly on "To:".
Those unable to change mail client can usually access the web, the solution in such cases is to create a webmail account specifically for the mailing list. No sorting is needed then.
