To have low quotes anyway, insert two commas. To create high quotes insert two grave accents (line accent from upper left to lower right). This will give you high quotes with the form of a 66 (The rule is, that quotes in different heights have the form: 99 hello 66 )

A better solution is to use the commands \glqq (low quotes) and \grqq (high quotes) in mathematical text.
