LyX 1.3.6 will build out of the box on Windows using MinGW. LyX 1.4.x will
build as an MSVC project also. ChangGil Han has always tried to keep up
with the official LyX releases and release a CJK-LyX version soon
afterwards:

Perhaps you might drop him an email and ask whether he would consider
providing a Windows executable in future too. Or *you* might volunteer to
do the compilation on your Windows machine.
Remember, LyX is only as good as the volunteers who contribute...
