A (not particularly pretty) workaround *may* be to use the latex equivalents, viz;
à = {\"O}
à = {\~a}
à = {\'a}
... et cetera
When I moved to FC2, I had similar problems with accented characters which turned out to be issues between UTF and ASCII. However, your problem sounds a little bit different so my suggestion might not work.
