  I use bibtex, not tkbibtex, but the solution may be the same in both. Use a
second set of braces {} to enclose all words you want to be entered exactly
as written. This works for capitalization, too.

  For example, here is a title from one reference:

title = {Regulations for Implementing {NEPA}, {S}ection 1508.27, 40 {C}ode of 
{F}ederal {R}egulations},

  Without the additional braces the acronym and initial letters would all be
in lowercase. So enter the author's last name as {van den Berg}.
