Once upon a time I had the same feeling about a too high subscript until I
realized that in fact all of them are "too high". The difference is, that
under \chi_\rho, \chi_x, ... the \chi_0 stands out, as the 0 itself is
larger. (Just a guess.)

If you are sure that this needs to be fixed, you could try to use a
smaller font (compare \chi_{\scriptsize 0} and \chi_{\tiny 0}, however
normally \chi_0 should set the 0 in \scriptsize)
or use a \raisebox command.
