I think you are getting confused by the two possible scenarios.

1) 'maintain aspect ratio' checked. In this case you would only logically set one parameter as the image automatically scaled by Latex. I have no idea what happens if you specify both width and height but it seems a silly thing to do anyway as you are trying to place a scaled image wrt one dimension.

2) 'maintain aspect ratio' unchecked. Now you need to enter both h and w. Both these are used to scale the image and Latex does nothing linking the two.
