I just tried both suggestions, and neither
\renewcommand{\tocheadstart}{}
nor
\renewcommand{\tocheadstart}{\vspace*{7in}}
made any difference in where the CONTENTS title started, nor did the empty one
followed by the one with the length. I tried all sorts of lengths, and none
made any difference.
