I don't think this is a good idea. If you are supposed to provide MS
Word format you should use MS Word or at least OOo for writing your
paper. The point is that the TeX community has spent too little effort
on converters.

First, I get used to my ways (lable/ref, bibtex/cite, hyperref,
external float figures) of writing scientific articles, and dislike
the way word treat mathematical formula and figures. Writing in latex
is more productive for me. (How do word people handle bibliography and
cross reference?) Second, I do not know where my article will be
submitted to when I am writing, and many journals in my field (like
genetics, ajhg) accept latex submissions.

I do agree that neither latex2rtf nor tex4ht works satisfactorily.
