An alternative to tinkering with the outer theme (which should work) is to specify what you want as part of the short title. The only disadvantage is that you will have to do it in each beamer file you create. Attached is a small example. The optional short forms of title and author are entered by opening the LyX command buffer (M-x, or right click in the menu bar and select the command buffer) and typing the command 'optional-insert'. You can close the command buffer by right clicking the menu bar and deselecting it.
