It seems that the check and downloading for the LaTeX-packages fails. This should work for you when
you open an internet connection before installing LyX.
In your case LyX is already installed, only the configuration fails, so open an internet connection,
start LyX, reconfigure it using the menu Tools->reconfigure. If it then sops at the same position
after some for more than some minutes, there are troubles with your internet connection - firewall
for example.
