Looks like you found a small problem with the new launcher for Windows. Try lyx.exe -dbg any. I'll put this in bugzilla so Uwe knows about it.
Which installer are you using? If you use the official installer, you should use lyxc.exe -dbg, instead of lyx.exe -dbg. The latter is a wrapper for lyxc.exe. Cheers, Bo
