The LyX FTP server (ftp.lyx.org) seems to have gone on one of those
extended holidays you Europeans so enjoy. Once someone (Lars?) reigns
it back in, you should be able to follow the link from the Wiki,
download and install the English directory (for "all users" if that is
how you have LyX installed) and that should do it. Hypothetically.
