Since pdflatex can't insert .pdf tags (or is there a package for this?), you need to certify against pdf/A-1b:

 - Open the file in Adobe Acrobat
 - Save File As and choose as Format: PDF/A
 - choose pdf/a-1b in the pop-up
 - quit Acrobat
 - re-open the file
 - preflight (successfully) as PDF/A-1b
