Isn't this decision made based on what the configure script autodetected at install time? Just supply a fake config file where each and every latex feature is believed to exist.

I think it is. Faking the config file is an interesting idea, but I worry it might not cause other problems. What should happen if the user tries to create a PDF? I guess this light version culd have those options removed from the menu system and the toolbars.
