I suppose that I do not understand the difference between tex and latex.
But you don't need to know that. All you have to know is that LyX is a frontend to LaTeX, therefore it uses the LaTeX-packages you have installed in your LaTeX distribution. Installing a LaTeX-package is easy when you use the package manager of your LaTeX distribution. What distribution are your using, MiKTeX under Windows or TeXLive under Linux? In your case you only have to install the LaTeX-package "svjour" to your LaTeX-distribution, that's all for now.
